Former commissioner supports Davidson for treasurer



    I am writing in support of John David Davidson for Blaine County treasurer.
    As a former county commissioner, I believe that it is time for new leadership in the Treasurer’s Office that will provide greater transparency and accountability in the management of county investments.
    We are not getting top quality management from the current treasurer. In the past three Blaine County audits, the auditor stated that the county had no policies beyond those stated in Idaho Code, indicating that new policies should be considered to address its exposure to losses arising from raising interest rates, investments in accounts that are uninsured, and limiting the amount of an investment in any one bank or institution. The treasurer insists on business as usual. Davidson, however, will implement state-of-the-art technology in terms of both risk management and money management practices.  He will work proactively with county commissioners to create an Investment Advisory Committee that will help guide investment policy and ensure that the Treasurer’s Office is accountable to the public.
    Why is this needed?  Example: In the Sept. 30, 2013, adopted County Auditor Report, investment losses of $196,000 were reported.  When questioned about these on Oct. 22, 2014, at the Mountain Express’ Pizza and Politics, the treasurer denied any losses.  Further questioning led the treasurer to state that there were, in fact, “unrealized losses.”  The next day, the auditor amended the official audit, stating that the losses were “unrealized.”  This accounting is unacceptable.  How is the public to have confidence in what is happening to county finances when incorrect information is allowed to stand on the record?
    There is a high standard of public trust in Blaine County. We can’t afford to have someone handling and reporting on county funds the same way that it has been done for decades.  We need a treasurer who is motivated to keep up-to-date on the best investment practices, to be transparent in reporting, and work with a savvy team to ensure our funds are protected.
    Please vote for John David Davidson for county treasurer.
