ITD needs to rethink how it builds highways

The Idaho Transportation Department says the bottleneck at the bridge before Ketchum will last three years, but they forgot to tell us that it will always be a bottleneck getting across Trail Creek into town. Nobody has said when, if ever, this bridge will be replaced.
How about the light at the hospital? It seems that it always backs up traffic in the evening, as the flow out of town is backed up there for 15-20 minutes. As too the time spent on the highway is the most appalling reason why the low bidder is the wrong way to build highways. The state needed to rethink the way it does the work. Why not incentives to get it done ahead of time—since everybody likes a bonus for a job well done. It is sad to see two years, or is it three years, to rebuild 3.4 miles of roadway.
