    The Hailey Planning and Zoning Commission on Monday unanimously approved the designs for an expansion of the Friedman Memorial Airport terminal, a new operations building and surrounding landscaping.
    A reconfigured terminal and relocated operations building were required to fit in a new airport layout mandated by Federal Aviation Administration safety standards.
    “It’s a complex project, one that is largely prescribed by the FAA,” said Matt Dubbe, an architect with consulting firm Mead & Hunt.
    Dubbe joined several other participants in the design process as they presented many details to the P&Z Monday, including parking configurations, building materials and colors, lighting and landscaping designs.

    The plan calls for a $6 million expansion of the existing 20,000-square-foot terminal into an L-shaped 34,000-square-foot building with south-facing glass and a new exit door and pickup area. Baggage claim and car-rental agency desks will be moved to the northwest side of the new portion of the terminal.
    To meet the city’s energy efficiency standards, windows will be glazed with argon-filled glass that allows in light but deflects heat. The parking areas will have motion sensors that “idle” in the dark at 30 percent of their lighting capacity until movement is detected.
    “These are pretty smart lighting fixtures,” said architect Michael Bulls of Ruscitto, Latham, Blanton in Ketchum.
    Bulls said the overall designs reflect Federal Aviation Agency requirements, on-the-ground practicalities and Hailey building ordinances.        
    An expanded passenger waiting area in the terminal building will have room enough to accommodate travelers from three 70-passenger jets, the maximum amount expected at the airport at any given time, Bulls said.
    The FAA awarded Friedman Memorial Airport an $18 million grant in April to fund construction work over the next year required to meet federal safety standards for ground operations.
    The money is part of a series of federal grants expected to cover about 94 percent of a $34 million construction project scheduled for completion by July 2015.
    About $12 million is being spent now to relocate a taxiway and private hangars as well as to build a 14,000-square-foot operations building that will combine administration and maintenance activities near the south end of the parking lot.    
    Eggers Associates landscaping company will plant 39 pine trees on Airport Circle leading into the new terminal complex, as well as 350 ornamental shrubs and 15 Swedish aspen trees elsewhere on the property.
    Construction of the buildings is scheduled to begin in October.
