City to consider Woodside downzone

5 lots would change from Business to General Residential zoning

    The Hailey Planning and Zoning Commission will soon consider a request to amend the city’s zoning map to change five lots in Woodside subdivision from Business to General Residential zoning.
    The change was requested by owner Judy Castle to allow for single-family dwellings on each lot.
    The vacant lots are located just north of rows of storage buildings on the west side of the south end of Glenbrook Drive. The lots were “upzoned” from General Residential to Commercial zoning many years ago when Power Engineers buildings were planned for nearby.
    Community Development Director Micah Austin said at a Planning and Zoning Commission meeting Monday that he erroneously offered Castle the option of proposing a change from Business to Transitional zoning, until he realized that Transitional zones are only possible within the city’s old town site, several miles to the north.
    As a result, the discussion was pulled from the P&Z agenda Monday, and will be addressed on June 9.
    Austin said a downzone from commercial to residential would be unusual, and his department has yet to make a recommendation on the request.
    During an interview last year about the city’s zoning mix, Austin said commercial lots are beneficial to the city because when developed, they continue to provide revenue in the form of sales taxes and local option taxes.
    City Treasurer Becky Stokes said that in 2013, the city received $411,000 in sales tax shares from the state and $349,000 in local-option-tax revenue.

- Capstone Development was granted design-review approval to build two single-family homes at 210 and 206 W. Croy St., over objections by Walnut Street resident and adjacent landowner James Mitchell, who said the two-story buildings would “drastically impact” his privacy.
- The P&Z plans to consider a preliminary plat approval for Sunburst Hills townhouse development on Winterhaven Drive in Woodside. The development would increase housing density on 1.78 acres from three housing units to 12. Discussion of the proposal was removed from the agenda due to last-minute changes, but is expected to be back for review at a date yet to be determined.
- The P&Z is scheduled to meet May 27 at Friedman Memorial Airport to review plans for design changes associated with an airport complex remodel.
