County road levy would be an unfair tax

I do not doubt that our roads are in need of repair. Next month, we shall vote on a levy to charge property owners about $65 per $100,000 valuation of property to finance this. We live in an area of high property values, so this can be expensive. This would only be a fair levy (tax) if property owners were the only ones using the highways. This type of levy leaves a lot of people out there using the roads who are not paying their share and leaving the total burden on the homeowners (property owners).
I have a feeling there is a way that everyone can pay a fair share of this cost, therefore this levy is a very bad idea. And if you think that this won’t be a heavy burden for many homeowners, just have a look at the many foreclosures that have been listed in the legal edition of this paper over the past couple years. Not listed are those that have had to resort to reverse mortgages to keep their homes.
The vote on this will be in May. Not good, as many residents are out of town (slack) at this time, so the vote would not be representative of the people. This type of ploy was used a couple years ago to pass a school bond. Might I suggest that, as a down payment, we use the money that is going toward the Disneyland North Water Park, which will be used by only a few people for a few months, and put it toward something that is used by everybody all year.
