Hailey Ice proposes rink on city property

Design review to continue in April

    After many years of planning and fundraising, Hailey Ice Inc. is set to move forward with construction of an outdoor ice rink on city property at Wertheimer Park, near the city’s rodeo arena.
   The foundation for the rink was built several years ago. Completion of the rink was stalled when an investor’s promised funding did not materialize.
   “We have been at this a long time,” said longtime Hailey Ice supporter Bege Reynolds to the Hailey Planning and Zoning Commission on Monday. “It started when my daughter was in second grade, and now she is 24.”
   Hailey Ice proposes to build a 17,000-square-foot refrigerated rink that would be used from November through March, with three additional buildings totaling 3,935 square feet in size. The three buildings would include an ice plant building, locker room and player’s bench building.
   On Monday, the P&Z tabled a design-review application for the new rink, based on insufficient landscaping plans, lack of energy-conservation plans, and a questionable plan for a “graffiti wall” art project proposed for the site.
   The Hailey Arts Commission had recommended not building a graffiti wall because studies have shown that they encourage graffiti elsewhere.

   The P&Z also raised concerns that the outdoor rink might not be able to conform to the city’s noise ordinance and stressed the need to conceal an electrical transformer on the site, perhaps with vegetation.
   P&Z Commissioner Owen Scanlon said he feels the commission is generally in favor of the proposal, but that the city has a “process” that it has to follow.
   Hailey Ice supporters and architects from Ruscitto, Latham, Blanton addressed several of the commission’s concerns Monday before leaving City Hall.
   “We are going to have to face all of the issues they have raised,” said architect Shaun Kelly in an interview.
   Hailey Ice has worked for numerous years to offer usable ice at various locations in the city, all the while raising funds to build a permanent facility.
   The next design-review hearing for the project is scheduled for Monday, April 14, at City Hall.
