The city of Ketchum has hired a retired city administrator with 40 years of experience in California to fill in for outgoing City Administrator Gary Marks beginning March 4.

Mayor Nina Jonas said she found Ramon “Ray” Silver after contacting the International City Managers Association, which helps put cities in touch with former city government employees who are now retired, but willing to take on temporary work.

“Ray is an excellent choice for this role,” Jonas said in a news release. “We like his breadth of experience, particularly with issues facing Ketchum such as hotel construction and tourism, and his passion for the community. He will serve the city of Ketchum well as we look for a long-term candidate for the role of city administrator.”

According to the news release, Silver oversaw the construction of two four-star hotels as city manager of Coronado, Calif. Ketchum Special Projects Manager Lisa Enourato said she is impressed with his high level of professionalism after serving five city governments and two counties in California.

Jonas said she likes Silver’s enthusiasm toward helping the city temporarily as administrator. In addition, she said one of her motivations to choose Silver was the valuable knowledge he could provide in the search for a permanent administrator.

“After researching the community and area, I realized how special and beautiful a place it is,” Silver stated in the news release. “I’m looking forward to extending my knowledge of city administration to the city of Ketchum and am excited by the opportunity to work with the City Council and Mayor Jonas in the coming months.”

Silver served as the city administrator of Huntington Beach, Calif. He also has a bachelor’s degree from California State University-Los Angeles and a master’s degree from California State University-Fresno.

According to the release, he also served as city manager of Upland and Westminster, Calif., and has been involved in projects that include tourism, economic and community development, land use, strategic planning and budgeting. In addition, he worked in the private sector as a consultant providing economic and land-use development, housing support and interim staffing to both public and private corporations.

Jonas said she received six applications for the interim position before deciding on Silver. She is in the process of forming a search committee for the new full-time city administrator, and said she expects to have a new hire made in three to four months.

Marks has resigned to take a job in Oregon.
