Work on Bellevue nursing facility halted

Safe Haven CEO cites financing issues

    Work on construction of the Bell Mountain Village nursing-care facility in Bellevue came to a halt last month due to a bank financing shortfall. Work is scheduled to resume at the site by Jan. 20.
   The planned 80-bed facility, which will be owned and operated by Pocatello-based Safe Haven Healthcare, is scheduled to receive patients from the Blaine Manor skilled-nursing facility in Hailey when it closes. Blaine County has transferred control of Blaine Manor to Safe Haven, which plans to make the transition when the new facility is completed.
The plans for Bell Mountain include 16 private skilled-nursing units, 24 semi-private skilled-nursing units and 30 units of assisted living in a 48,000-square-foot facility on the corner of Spruce and Sixth streets in north Bellevue.

   Safe Haven CEO Scott Burpee said financing promised by the Bank of Idaho became unavailable two months before worked stopped on Dec. 20.
“It took three months to get alternative financing in place with Citizen’s Community Bank,” Burpee said.
   Burpee said for two months Safe Haven Healthcare spent cash reserves in order to keep the project moving forward, before stopping payments to De Wall Construction of Pocatello.
   “We spent all the money we had,” Burpee said.
   DeWall Vice President Greg DeWall said his work crews began work last fall based on a verbal commitment for financing from Bank of Idaho, which is based in Pocatello and has several branches elsewhere.
   “For whatever reason, their financing fell through,” said DeWall. “There are a few outstanding bills for work [for subcontractors], but those should be taken care of this week before work resumes.”
   DeWall said the one-month delay will cause his work crews to work in more winter conditions next winter than expected, but that he is still hopeful that the facility will be completed by the end of 2014.
