Courthouse roof project delayed to 2014

County plans to hire construction manager

    A project to replace the roof of the old Blaine County Courthouse has been postponed until next spring.
    In late May, county commissioners rejected a $1.2 million proposal for the job filed jointly by Ketchum-based Engelmann Inc. and Boise-based Scott Hedrick Construction. Last year, an engineering firm provided an estimated cost for the project of $752,000, and the county has included $800,000 for the project in its fiscal year 2012 budget.
    The purpose of replacing the roof is to fix problems with snow capacity, damaged masonry and dry rot.
    County Director of Operations Char Nelson said that instead of obtaining a guaranteed-price bid for the project from a design/build team, the county will hire a construction manager, which will hire subcontractors, and the county will pay the subcontractors. Nelson said there will be change orders if anything unanticipated comes up during the project.
    Commissioner Angenie McCleary said the commissioners decided to change the format during several meetings with the Operations Department over the past few weeks.
    “The county will absorb much of the risk, but we think we can get it in line with what the budget allows,” she said.
    However, McCleary said it was determined that the construction-manager format will take too long to get the project done this year. The plan now is to put out requests for qualifications for a construction manager in July and to hire a manager in August. That person or firm will be asked to line up subcontractors over the winter, and the project is scheduled to get under way in the spring.
    In anticipation of the project occurring this summer, the county commissioners, county administrator and county Operations Department had temporarily moved out of their offices. They have now moved back.
