Hailey to reconsider late-night music

Some promoters granted special consideration

    Hailey leaders are weighing the economic and social benefits of late-night concerts against the desires of residents for peace and quiet during long summer evenings.
    Since 2007, the city has granted special-use permits to play amplified music on Main Street until 10:30 p.m., but some locals contend that music often goes later.
    The council is reconsidering a decision made last month to expedite changes to the city’s noise ordinance that allows music to extend until midnight at the Hailey Rodeo Arena and until 11:30 p.m. in the business zone after a special-event permit has been issued.
    The business zone includes the entire length of Main Street. Regular shows on Main Street at the Wicked Spud and the Sun Valley Brewery can be heard several blocks away in residential neighborhoods, some residents have said. Elsewhere in the city, amplified sound that extends beyond property boundaries is limited to 10 p.m.
    The ordinance amendment was passed on June 17 after the council waived the second and third readings to accommodate a July 20 reggae concert at the rodeo arena. A professional bull-riding event, which did not have a special-use permit for this season, was granted one-time permission at that time to play amplified music at the arena until 11:30 p.m.
    No other events have been given permission to play later than 10:30 p.m. this summer, but next summer’s event organizers will likely seek permission to go late.
    Community Development Director Micah Austin said no complaints have been heard at City Hall about rodeo arena events nor about the Northern Rockies Music Festival, held last week in Hop Porter Park.
    But the prospect of Main Street music playing until midnight next summer has raised some concerns.
     “I’m against it,” wrote Hailey resident Tim Marsano to City Hall. “The Sun Valley Brewery leaves their doors open and the music comes to my house (and many others in the River Street/Hailey Park Townhomes area) loud and clear. … If the noise stayed inside the business (i.e. doors closed) that would be a different matter.”
    Councilwoman Carol Brown, who voted along with the City Council to pass the ordinance change in June, opted to reopen discussion on the ordinance last week, based on complaints such as Marsano’s.
    The City Council has scheduled a public hearing on Monday, Aug. 19, to consider amending the noise ordinance again, based on public comment.
