Downstream water call expected


    As Ground Water Measurement District Advisory Committee members, we would like groundwater users in the Big Wood River basin to know that with conjunctive management (the oncoming regulation of groundwater) the creation of some form of groundwater district is expected. This district could provide mitigation for its members. Mitigation is a plan to prevent or compensate injury to senior water-right holders caused by the diversion and use of water by junior priority groundwater rights.
    We feel it is important for groundwater users to know this could be an option. There has been a growing concern that a downstream call under conjunctive management would either necessitate curtailment or hiring a private firm to develop mitigation plans. This is not necessarily the case; a groundwater district could be available to all groundwater users if they so choose. Any solution that is developed will likely involve sacrifice and cooperation from those involved, but we do have options.
