County to ink senior care agreement

Safe Haven resolution will be on agenda Tuesday

The Blaine County commissioners on Tuesday will formalize their intentions to partner with Safe Haven Health Care to provide skilled nursing in Blaine County.

The commissioners voted in February to enter into a service agreement with Safe Haven, turning down proposals by Pocatello-based TanaBell Health Services and locally based Croy Canyon Ranch Foundation, a nonprofit group dedicated to bringing tiered senior care to the valley.

Safe Haven CEO Scott Burpee said he plans to build a skilled-nursing and assisted-living facility in Bellevue. The plan presented by the Pocatello-based firm is for a senior-care campus consisting of five 16-bed buildings known as “pods” that can be converted between skilled-nursing and assisted-living beds depending on demand. The pods are built to skilled nursing code standards.

Burpee said he plans to build three pods at first, to open in late spring or early summer of 2014. One would contain 16 assisted living beds and the other two would house skilled nursing patients. Burpee estimated that 25 percent of his patients at the Bell Mountain facility in Bellevue would be private pay rather than Medicare or Medicaid patients.

The eventual service agreement would include provisions for Safe Haven to take over operations at Blaine Manor in Hailey beginning Oct. 1. The new facility is expected to open in summer 2014.

Commissioner Angenie McCleary said last week that she wasn’t sure she would sign the resolution, but Commissioners Larry Schoen and Jacob Greenberg have already stated their intent to approve it. The service agreement is still in negotiations. 

The meeting will be held Tuesday, April 2, at 9 a.m. at the old Blaine County Courthouse in Hailey.
