Ketchum moves forward with comp plan

Draft for P&Z review expected by end of month

Ketchum is making steady progress on a project to rewrite the city’s comprehensive plan. The Planning Department announced that it expects to have a first draft of the document ready for Planning and Zoning Commission review by the end of the month.

“The comprehensive plan is really coming along,” Planning Manager Joyce Allgaier said at a P&Z meeting Monday. “It will be a fresh document. It’s way different than how it’s ever looked before.”

Allgaier told the commissioners that her goal in the development of the draft was for the plan to be a general “zoomed-out” guiding document as opposed to focusing on specific “pet projects.” The commissioners agreed that was the right approach.

“I think if it’s a guide in general terms, you can look at it and say, ‘Yes, [a project] does apply or no, it doesn’t,’” Commission Co-Chair Rich Fabiano said. “That way, if you miss something that’s not in the comprehensive plan that you want to achieve, you still can.”

Allgaier said it would probably take through March for the commission to review the plan, suggest changes, then finally recommend it to the City Council for adoption. The commission decided it would be best to involve both the public and the council throughout the process.

“I don’t want to put a lot of work into it, then have [the council] change it to the point where it’s not the same document we recommended,” P&Z Chair Deborah Burns said.

The commissioners voted to break the process up into two parts, with a joint meeting between the commission and council and an opportunity for public comment after the commission reviews each part. In order to increase public transparency of the project, Allgaier recommended posting the draft on the city’s website before the public comment sessions.
