A Blaine County man remained incarcerated Tuesday in the Blaine County jail on $250,000 bond following his arrest in Bellevue last week on a North Dakota warrant charging him with attempted murder.
Billy Arthur Owens, 37, was taken into custody by the Bellevue Marshal's Office on Wednesday, May 23. Marshall Larry Clark reported that Owens surrendered without incident when confronted by police at the Silver Dollar Saloon at about 5:30 p.m.
According to Blaine County court records, Owens is accused in Williams County, N.D., of shooting another man multiple times in the city of Williston on May 10.
The Williston Herald identified the alleged victim as 25-year-old Kenneth Moore, of Boise. The newspaper reported that the shooting took place in a vehicle outside an apartment complex on East Highland Avenue in Williston shortly after 1 a.m. The Herald further reported that Moore is recovering from the wounds.
Blaine County court records state that Owens is also known as William Owens, the name listed on a North Dakota arrest warrant. Records further state that Owens had previous addresses in Boise and Shoshone but was living in the West Magic area at the time of his arrest.
Owens was also arrested on two Blaine County misdemeanor warrants charging him with failure to appear in two unrelated cases here.
An extradition hearing has been scheduled for June 20 in Blaine County Magistrate Court.
