Why does rodeo arena sit empty?

I find it ridiculous that the taxpayers in Hailey would finance a bond to build a million-dollar rodeo stadium and then let it sit empty most of the year. The city government should have this venue filled at every opportunity with some kind of event. Everyone knows that some revenue is better than no revenue!

If the city manager or mayor cannot find the time to manage this facility, then maybe they should turn management over to a local nonprofit that could find the time. It seems as though the city, in a rush to build this venue, forgot to figure out the daily management needs.

It seems like common practice in this valley to build first and then hope someone comes along with a long-term plan.
