Sheriff Ramsey has 2 new captains

Ketchum police chief and jail administrator receive promotions

Blaine County Sheriff Gene Ramsey has promoted Jail Administrator Jay Davis and Ketchum Police Chief Steve Harkins to the rank of captain.

The promotions became effective on Oct. 1, and come with pay raises totaling about $7,500. Funding for the promotions was approved by the Blaine County Board of Commissioners in the county budget for Fiscal Year 2012.

"It's not as good a deal as it sounds," Ramsey said Thursday, explaining that promoting Davis and Harkins to captains also makes them exempt employees, meaning they don't get paid for overtime work.

"They're both not clock watchers," Ramsey said. "Now they don't get that overtime pay, and they're both responsible people and good employees. I've got a lot of respect for both of them."

Davis, who previously held the rank of lieutenant, has been with the sheriff's office for about six and half years. In addition to being jail administrator, he also serves as Ramsey's public information officer. With the promotion, his annual pay increases from $65,499 to $68,016.

Harkins, who also held the rank of lieutenant, has been with the sheriff's office for almost 14 years. Previously a detective, he was appointed Ketchum police chief when the sheriff's office was contracted two years ago to provide police services for the city. Harkins also serves as director of the Blaine County Narcotics Enforcement Team. With the promotion, his annual salary is increased from $69,992 to $74,942.

Ramsey said the promotions recognize increased responsibility on the part of both Davis and Harkins and streamline the reporting system of the sheriff's office.

"This gives them that recognition with their peers," Ramsey said. "Like with Jay, all the jail administrators in the state are captains. They're both basically a department head; they oversee a lot of people and they deserve the recognition."

Ramsey said the promotions also allow Davis and Harkins to report directly to him or Chief Deputy Ed Fuller. Previously, both men reported to Capt. Curtis Miller, who continues to oversee patrol, investigations and the records divisions.
