Why so little renewable energy?

Idaho is 13th in the United States for renewable energy production capacity. We have an advantageous position on the electric grid, which is why Sempra, a big coal company, wanted to site its coal plant in Jerome.

Essentially, the question is, if we have the capacity to export renewable energy to Oregon, Washington and possibly California, why are we importing coal power from Utah and Nevada? Maybe because Idaho Power has a stranglehold on the market just like it does on the Salmon.
