Quigley plans to go before public

Meetings start next week in Hailey

Hailey residents in the next two weeks will have several chances to participate in the city Planning and Zoning Commission's review of a proposed 1,109-acre development in Quigley Canyon.

Public hearings will begin on Wednesday and Thursday, June 18 and 19, at 5:30 p.m. at Hailey City Hall on Main Street to consider details of an annexation request made by Quigley Green Owners LLC. The development group's plans would add 379 single-family homes to the canyon east of the city.

Under current county zoning standards, only 150 residences could be built in Quigley Canyon. The city is considering extension of city services for the proposed, ten-year project, partially in exchange for amenities from the developer, including an expanded trail system, 18-hole golf course and Nordic center.

Under the Hailey municipal code, the P&Z reviews "the particular facts and circumstances of a proposed annexation for the purpose of determining:

· Whether the proposed annexation will be harmonious and in accordance with specific goals and policies of applicable components of the Hailey Comprehensive Plan.

· And whether the proposed annexation generally complies with the Hailey Comprehensive Plan.

Based on the review, the commission will also make recommendations on zoning requirements within the proposed annexation area.

The Quigley annexation public hearing procedures will include a presentation by city staff and the applicant, followed by public comment and further questioning of the applicant on details of the proposal.

The agenda for Wednesday, June 18, includes water and resource impacts, visual impacts, transportation issues and public access.

The agenda for Thursday, June 19, will include wastewater and hazardous areas, wildlife impacts, recreation opportunities and open space issues.
