Two Hailey men have been charged with two separate accounts of rape and lewd conduct with a minor child under the age of 18.

On Thursday, June 5, the Hailey Police Department arrested 20-year-old Hailey resident Rolando Juarez-Juarez and a 17-year-old boy. Hailey Police have not released the identity of the 17-year-old because he is a minor.

Juarez-Juarez and the minor are alleged to have had consensual sex with two 12-year-old girls. Under Idaho Code, any sex with a minor is illegal, making the alleged acts rape.

Authorities learned of the alleged crimes through two separate phone calls made by family members of one of the girls.

Authorities were beginning the investigation when Sgt. Steve England was dispatched to a possible fight at the Balmoral Apartments in south Woodside. It was not clear at the time that the calls were related.

Hailey Police Chief Jeff Gunter said that when England arrived he found three men surrounding a car with a young girl sitting in the back seat. The officer suspected they were somehow involved in the reported fight. He went to a nearby apartment, the apartment from which the phone call reporting the fight was made, to investigate.

According to a probable cause affidavit furnished by Blaine County 5th District Court, a young man let England into the residence. When the officer asked the boy why the three men were threatening him, the boy admitted having sex with their relative, a 12-year-old girl, the affidavit states.

"He said that he was sorry and he understands why the dad would be upset, because he had sex with his 12-year-old daughter," wrote England.

The 17-year-old then led the police to the other suspect, Juarez-Juarez.

The affidavit cites two specific encounters between the two accused and the two girls. On both occasions, the girls went to an apartment to meet Juarez-Juarez and the boy. At least two times, on two separate dates, the two couples allegedly engaged in sexual intercourse.

The affidavit says the boy acknowledged he knew the girls were only 12. Juarez-Juarez allegedly told the police he thought one girl was 16, and then said 13.

Juarez-Juarez is being held at the Blaine County Jail where he is awaiting further court procedures. The boy was sent to Snake River Juvenile Detention Center in Twin Falls.

Police have given the girls and their families a list of local counseling resources. As of Monday morning, Gunter did not know if the families had pursued the counseling.

"We let the parents do the parenting," Gunter said.
