Penalty for dog owners?

Reading the article (Feb. 13) "Wildlife showing strains of winter," I am hoping with all my heart that the appropriate authorities will give the owners of the dogs involved in the chasing of wildlife the maximum penalty available. These kinds of events have been happening for years and people are still not taking care of their dogs' behavior. It is way past time that these people be given what is due. Would the Express please inform us of the outcome on these events?
