Complaint alleges Edgar was intoxicated

Prosecution alleges culpability in death of Mark Fisher

A criminal complaint filed against Randall Leland Edgar alleges he was an intoxicated driver in an accident last summer that claimed the life of Bellevue businessman Mark Fisher.

Edgar, a 50-year-old Bellevue man, was charged last week with felony vehicular manslaughter in a complaint filed by Blaine County Deputy Prosecuting Attorney Warren Christiansen. The complaint alleges that Edgar "did operate a motor vehicle in such a manner as to be a significant cause contributing to the unlawful death of Mark Fisher."

The complaint further alleges that Edgar's blood-alcohol concentration was at or above the legal limit of .08 percent. According to the Blaine County Sheriff's Office, a blood-alcohol test was administered to Edgar at St. Luke's Wood River Medical Center shortly after the accident.

Edgar and 40-year-old Fisher, the owner of Mama Inez Mexican restaurant in Bellevue, were the occupants of Edgar's 1966 red Toyota pickup when it rolled at about 11:30 p.m. on June 3 about five miles east of Bellevue on Muldoon Canyon Road. According to the sheriff's office, Fisher was pinned underneath the vehicle and died at the scene.

The sheriff's office further reported that Edgar, who was treated for head injuries and a broken arm at St. Luke's, claimed that Fisher was driving at the time of the accident.

The complaint against Edgar followed an investigation that included an accident reconstruction analysis completed by Idaho State Police crash expert Cpl. Fred Rice.

Edgar was not arrested but was issued a summons ordering him to appear in court to answer to the charge. His initial court appearance has been set for 9 a.m. Feb. 26 in 5th District Magistrate Court in Hailey.
