Ketchum has plateful of hearings this week

Code amendments could crescendo at public hearings

The Ketchum City Council's review of land-use regulations will continue this week with more public meetings.

On Thursday, Oct. 26, the council is set for seven public hearings.

- The first hearing will address linkage, which is a proposed ordinance that requires all new residential and nonresidential development within the city to provide a workforce housing component. The idea is that linkage mitigates some of the effects of the jobs generated from new development.

- There will be another public hearing on the city's zoning code, eliminating the current chapter for zoning downtown and replacing it with a form-based code system. Within that system, which focuses more on use rather than how much space a building takes up in relation to its lot size, are proposals for design regulations, incentives for workforce housing and transfer of development rights.

- Another hearing that night will address proposed amendments that would require energy efficiency and "green" building standards in building design within a design review district.

- In addition, the council will take public comment on changes to the Mountain Overlay district. Proposals include identifying significant ridges, knolls and skylines that are important to the community.

- A hearing on the Floodplain Overlay zone will include debate on the application of pesticides, herbicides and other chemicals within a certain distance from the mean high water mark, as well as discussion of construction activities near the riparian zone.

- A public hearing will also be held on changing lot coverage incentives for workforce housing, open space requirements, and parking requirements for the General Residential—High Density district and Tourist districts.

- Also on the agenda is a public hearing on proposed amendments to the "definitions" section of city code. The proposed amendments would add a definition relating to density and ground floor uses, as well as modify the community housing unit, hotel and urban housing definition.

On Friday, Oct. 27, the council is scheduled to continue discussions. First up will be amendments to the Tourist district and General Residential—High Density district. Proposed amendments include eliminating the square footage requirement for dwelling units, inclusionary incentives for community housing, eliminating building coverage and restricting building size by floor area ratios.

Also on the agenda is a continuation of discussions on the form-based code.
