Hailey amends city zoning map

Preliminary changes go to City Council

The Hailey Planning and Zoning Commission gave preliminary approval Wednesday to three separate changes to the city's zoning map.

The changes to the map range in significance from the simple rezone of a single lot to the rezoning to an entirely new type of zoning designation for a series of lots located near Woodside Boulevard.

With the P&Z's recommendation for approval in hand, the changes now must go before the Hailey City Council for final consideration. As of Thursday afternoon, Hailey Planning Director Kathy Grotto hadn't announced the date when the City Council will first consider the changes to the zoning map.

Council members are currently in the midst of a busy fall meeting schedule, set in motion in part by proposed changes to the state's land-use laws.

Perhaps the most significant of the changes is the rezone of a series of lots located both east of Woodside Boulevard between Antelope Drive and Baldy View Drive and immediately north of Copper Ranch on Woodside Boulevard. The two areas, which currently are zoned Business, could soon be covered by a new type of zoning designation called the Neighborhood Business district.

The city initiated the rezone in order to allow for less-intense business uses within the residential district, while still providing certain amenities to the neighborhoods. Unlike the new Neighborhood Business zoning designation, the Business district permits more intensive uses like schools, hotels, motels and other lodging establishments, entertainment and recreation uses, service stations, broadcasting firms and government offices.

The rezone is related to a series of zoning ordinance amendments P&Z commissioners also gave preliminary approval to Wednesday. One creates the new Neighborhood Business zoning designation.

According to information provided by the city, the properties rezoned to Neighborhood Business are currently vacant land. Both multi-family and single-family residential dwellings stand on lands surrounding the new zoning district.

The other significant change to Hailey's city zoning map designates a new Central Core Overlay district in a small portion of the downtown core. The new overlay district covers a half block on both sides of Main Street between Carbonate and Walnut streets.

The district is meant to encourage economic development and conserve existing buildings within the several-block area.
