An early-fall snow blankets Bald Mountain last September. In its "2005-2006 Winter Outlook" weather forecast for the United States, released this week, the National Oceanic and Atmospheric Administration predicts "warmer-than-normal temperatures" across much of the West, including Idaho. The precipitation forecast calls for equal chances in Idaho of having wetter-than-normal or drier-than-normal conditions in December, January and February. The NOAA said the coming winter's weather should not be influenced by La Niņa or El Niņo conditions. Express file photo
