The Hailey Planning and Zoning Commission on Monday approved a zoning ordinance amendment to the Townsite Overlay District governing setbacks and height restrictions.

The Townsite Overlay District covers the original plotted lots of the city. Building heights are restricted to 35 feet, but with the amendment setbacks will require an additional one foot of setback for every two and a half feet of wall height.

"I think what we end up with is really reasonable and makes a lot of sense," said Hailey Planning Director Kathy Grotto.

Grotto said the change addresses a public interest in seeing upper portions of buildings stepped back. Base setback from internal property lines is 15 percent of lot width or 10 feet, whichever is less. Grotto added that a 60-foot-wide lot would have a 9-foot side setback for example.

"It gives some leeway for (lot) narrowness," said Commissioner John Seiller. The amendment is an incentive to keep homes shorter, he said.

In other business, the commission granted design review approval for the planned Woodside Elementary School. An accompanying amendment application for reduced parking was also approved. Under the current ordinance the school would have been required to have about 600 parking spaces. But, because there are no student drivers at an elementary school, parking spaces for the new school will be calculated based on a formula of three spaces per classroom, plus one additional space for each non-teaching staff member.

Also, because events at the school are staggered in thirds, so as not to include the entire estimated student body of 450 pupils at once, unimproved parking spaces will be provided on the basis of one for every 150 students.
