From a new city hall to support for a
planned YMCA facility, a draft six-year capital-improvement plan issued earlier
this week proposes to complete a bevy of projects that Ketchum officials have
been discussing for years.
The draft Ketchum Capital Improvement
Program, completed this month by City Administrator Ron LeBlanc, proposes to
spend approximately $28 million over the next six years to improve the city’s
infrastructure, enhance public parks and expand civic facilities.
Ketchum City Council members will consider
the proposed plan during their review this summer of the 2004-2005 fiscal year
budget. Budget hearings begin Monday, June 28.
The proposed CIP calls for approximately
$3 million in spending on capital-improvement projects in the 2004-2005 fiscal
year, which begins on Oct. 1 and ends on Sept. 30, 2005.
Proposed spending for the coming fiscal
year includes:
·
$300,000 for the planned Wood River Community YMCA. The CIP calls for issuing
the same amount for each of the next six years.
·
$45,000 for replacing hazardous sidewalks and installing new sidewalks in areas
with gaps.
·
$2,000,000 for an approved upgrade of the city wastewater treatment plant.
·
$34,000 to conduct the second phase of improvements to the Guy Coles Skate
Park. The park is scheduled to be completely rebuilt this summer.
·
$200,000 to put utility lines in the city underground.
The plan proposes to spend $11,000,000 in
the 2005-2006 fiscal year to build a new city hall. A new parking deck or
parking garage is proposed for the 2009-2010 fiscal year at an estimated cost of
$3.75 million.
The proposal notes that funding could come
from two primary sources, general-obligation bonds and the city’s
capital-reserve fund.
