An emergency ordinance

An emergency ordinance approved by the Ketchum City Council has effectively downzoned the city’s core for 120 days. Margaret Simms, the city’s attorney, left, and Lisa Horowitz, Ketchum’s planner, right, said the ordinance was based on state law. In the background is a blueprint of the proposed Christiania commercial building not affected by the emergency measure. It was, however, one of the projects that apparently sparked the action.
